Once a powerful Celestial being, Lucifer fell to Hell as a result of his arrogance that led him to rebel. He must have gone through quite a lot since then looking at how he's calm and composed now. His eyes look as if he's been enlightened with something. It's a mystery why he took part in the government's secret research. It does look like he has his own motives though.
